As an outsider who does not really (have to) know how much he puts his foot in
his mouth with that, let me confirm that it's really an extremely dumb idea.
The regular mess at release time speaks volumes.
I would even go so far as to suggest that the kdelibs maintainers get together
and do some creative merging, reverting and branching to make kdelibs from now
on follow the same workflow as the rest of kde again. With Git that is
certainly possible.
Which obviously does not mean that suddenly all of kdelibs should be rewritten
or broken. However, imposing this branch weirdness on everyone else for pure
political reasons is just wrong.
