kdelibs and Qt version dependency

No, for KDE 4.8.4 is *obvious* we need to support Qt 4.7 since KDE 4.8.3 
compiled with it, changing the required minimum Qt version is a no go from 
4.8.3 to 4.8.4.

So yes, I'm speaking for kdelibs 4.9
