Moving kxmlrpcclient to kdelibs

1) kdepimlibs was specifically designed so it would be a fine low-level dependency.
When you see kdepimlibs you can think kdelibs/kdepim
There should be no reason not to depend on kdepimlibs

2) no exception for adding new libs to kdelibs 4.x will be granted
