Not much idea about strategic positions either, but it likely boils down  
to whether Qt intends to provide framework support to write actual  
Windowmanagers, which is a *very* specific task (try to change the one on  
Windows or OSX - now ask your Mom to do so ...)
Qt needs the regular IPC support to talk to the WM (system), but I guess  
abstraction for such highly specific and likely system limited (X11:  
linux/bsd, wayland: linux) task is rather out of scope.
(This question however does not cover shortcut infrastructure or maybe  
support more than <strike>one</strike> three MB in Qt)

PS:
plasma should -unless for an unmanaged target device- rather not play WM  
at all either.
It will raise the same issues, just check the stpid electric border  
situation which is probably the source of it's current X11 invocation.
