 Exactly. Frameworks is the *core* of KDE. What is kde-core-devel then?

This is questionable, as those mails are about kdelibs patches, no? 
Think about those as what they are: contributions to kdelibs that need a 
discussion. Like in the old days, when you'd post a patch to a mailing 
list.
