i18n infrastructure for Grantlee templates

Ok, the script is reviewed and committed into kdesdk/scripts.

What's the next step in this?

I looked in l10n-scripts and came up with this but I guess the variable 
needs to be exported too? My shell scripting foo is not that strong.
