KSvgRenderer is obsolete at this point as its only additional feature is now 
also in QSvgRenderer. it is marked as being deprecated and will likely be 
removed when we next break BC in kdelibs. so imho it makes sense to be able to 
build kdelibs without KSvgRenderer.
