gtk-qt-engine does that for many years by stuffing a .sh file in
$KDEHOME/env that sets GTK2_RC_FILES to point to a GTK2 theme
settings file that its KCM writes.

Many distributions currently use essentially the same approach
to make GTK+ apps use Craig Drummond's QtCurve theme in KDE
sessions, as that is the best and most robust visual KDE approxi-
mation available right now (QtCurve can be set to render various
widgets similar to Oxygen, and it makes GTK+ apps use KDE's icon
theme by way of mapping).

So yeah, we can do that.
