Three notes from my side:

* I really need this feature in kate, I often see me going to Konsole and use "touch" to create a new file(!) so thanks for implementing it.

* "mkfs" reminds me of "make filesystem", i.e. formatting a disk. Why not just call it "createFile"?

* While this is not useful in kate, it should probably use the same "New" menu as dolphin uses. Remember that KDirOperator is used everywhere, not just in the text editor. Ideally you would add API to specify which template types the user should be allowed to create, so that the menu could be replaced with a single item in case of kate.
