warning about kde component run-time dependencies

Wearing my rarely used kde hacker hat, I agree.

Wearing my often used packager hat, I have no problems with such a
thing, as long as it is only a notification that clearly states it is a
runtime thing, and the check doesn't alter the codepaths generated.
