New feature for KCM

Hi all, I write a little feature for KCM and I would like to integrate into 
KDE. 

This is webcam support for user account's picture you can see the the patch in 
reviewboard http://reviewboard.kde.org/r/2937/ this is available too in kde-
apps http://kde-apps.org/content/show.php/KCM+webcam+support+?content=119405

The biggest problem is that this patch use OpenCV for webcam support, but at 
the same time this is an advantage, because this library is multiplatform. 

I don't know if this is the right place for that or I must comunicate with 
release team.
