Ähem... just checked ("readingisbetterthanguessingreadingisbetterthan...")
galago supports an urgency hint anyway (3 levels, Low/Normal/Critical):

It's not mandantory, though.
The rest is in doubt client specific (the plasmoid could provide an extra slot
to enter a quiet mode (just popping up on critical messages) and various apps
(kpresenter) could make use of that
You can also have a button on your desk to control it this way in case (until
impress supports it as well)
Better was of course to get such extension into the protocol.
