one day i will get around to finishing KNotificationRestrictions which is 
actually already in libkdeui.

and i deserve a smack on the head for KNR; today i'd NEVER let that class into 
libkdeui until it was COMPLETELY implemented. *sigh* i though people would use 
it and we could implement in behind it. live and learn. :/
