RFC: System Settings categorisation overhaul

The suggested reorganisation has been reworked to use a Workspace /
Applications split instead of a Appearance / Behaviour split. Note
that the reorganisation was based off information gathered in Sun's
Usability study for GNOME's control center.

like further feedback and discussion on, as the GNOME study does not
seem to cover them.
