"user session" (weird name, anyway) does not belong to system admin.
workspace behavior, maybe.

the category name "personal" does not make sense considering that it
contains both look&feel and PIM. assuming such a broad interpretation of
the word, at least the entire behavior category would fit under that
name as well.
