Unfortunately the two tools are not strictly related, and polkit-kde uses a 
small part of what polkit-qt provides, so I think this is not possible. I 
can't really find any solution here - if not putting that line on the top of 
the 2 tools that will use polkit-qt in KDE: kauth and polkit-kde.

Other applications relying on it should have to find a solution theirselves.
