[REMINDER] Handbook Freeze

Howdy,

A friendly reminder that handbooks will be frozen [1] this coming week on Tues 26 May.
You may still fix typos, spelling, and small grammatical errors.  But please don't
add any substantial content after that date -- we need to give the translators
time to do their work before the 4.3.0 release.
