Plasma ScriptEngines and plasmapkg to kdebase/runtime?

actually, just the JavaScript and possibly Ruby and Python ScriptEngines; the 
ScriptEngines that support E17 edje content, GoogleGadgets, WebKit and MacOS 
widgets will remain in workspace as they carry some heavy dependencies and 
really aren't of particular interest to non-desktop-shell applications that 
use libplasma.
