Where to place a non-spec shared icon, e.g. hi16-action-dirsync.png ?

I would like that 2, been trying realy hard to avoid such types of mess from 
the 3.x days, we romoved oxygen from kdebase into its current positioon so i 
can have one centrelized place were i can maintain all of thoise issues and 
avoid the tipical duplication of icons.... 

you can send the icon to me, im not the best person coming up with fredesktop 
ok names baut im gess i do have some experience with it...
and im prety sure jpetso will end up fixing it if i do it terribly wrong.

btw Most of this generic icons in oxygen are ain all sizes so you will win a 
fully scalable icon in the processe
