Where to place a non-spec shared icon, e.g. hi16-action-dirsync.png ?

Hi,

the icon for syncing a folder view to the folder of the current document (<->) 
is used in at least three places: Kate, KDevelop and, new, Okteta.

Kate and KDevelop each have their own copy
	kdesdk/kate/plugins/filebrowser/icons/ox16-action-curfiledir.png
(does not look like oxygen, though, in fact is the same as the other)
	kdevelop/pics/toolbar/hi16-action-dirsync.png
(although the icon is already used in 
kdevplatform/plugins/filemanager/filemanager.h, so the icon should be in 
kdevplatform)

Okteta hasn't its own copy. Instead I would like to have this icon contained 
in the default icon set, so there is only one central shared copy.

As I am out of the loop who cares for this, could those that do please help 
and tell if and where this icon can/should be moved to, please? I could not 
find a matching name in the Icon Naming Spec, so I am unsure how to handle 
this.
Do I request an inclusion in kdesupport/oxygen-icons/16x16/actions (with a 
proper name, proposals?) and can then rely that the icon is there?
Or is there no dependency on oxygen?
