Moved solid-wicd to kdereview

Hello people,

I just moved a solid network engine for Wicd in kdereview. Wicd, as most of 
you might know, is a popular and very simple alternative to NetworkManager. 
Speaking about my engine:

 - It interfaces 100% with Wicd's DBus interface. No additional deps other 
than Qt
 - It interfaces with Wicd 1.6+ (not yet released, but the Wicd team assured 
me it will be ready for 4.3)

The bad:

 - Wicd is written in python, hence I don't know how to make a cmake check to 
check if it is installed and which version it is. Guidance appreciated.
 - The network is capable of doing almost everything, except connecting and 
disconnecting. This part will come later, with the networkmanagement applet 
integration

Apart from the cmake stuff, I'll move the engine to workspace if no objections 
will arise.
