KIdleTime moved to kdereview

As two weeks have passed and after some discussion, we decided to keep 
KIdleTime in the scope of retrieving only the user idle time (it could be 
renamed KUserIdleTime, suggestions welcome), and since review period has 
passed, I'll prepare a patch today for its inclusion in kdelibs/utils
