KHolidays Library Moved

Howdy,

I just moved the kholidays library from kdepim into kdepimlibs.
I've been wanting to do this for year, but the licensing issues have finally been resolved
to allow it.

Please update your kdepimlibs installation before attempting to build kdepim.

This move should permit other KDE apps/widget access to regional holiday info.

Let me know if you encounter any problems.
