At least for Akonadi the reason is that noone of us touchs those (usually 
perfectly working) parts of the buildsystem unless absolutely necessary due 
to fear of breaking something. So, the 2.4.5 requirement is not intentional 
and I'm fine with upgrading to whatever KDE trunk needs anyway.
