Sending warnings by mail is useless. Many developers do not read 
kde-core-devel for one reason or the other. We should simply stick with 
the ABI-breakage-on-Mondays-only rule.

Hmm, the SVN Commit Policy on techbase doesn't say anything about the 
ABI-breakage-on-Mondays-only rule.
