target_link_libraries() is additive, meaning you can simply do:
target_link_libraries(jpegthumbnail [always used libraries...])
if (have foobar)
target_link_libraries(jpegthumbnail [more libraries needed for foobar..])
endif (have foobar)
Also, there's a target_link_libraries() call more (I guess copy/paste).
