kate-ctags and katebuild-plugin in kdesdk

Hi,

I have now moved kate-ctags and katebuild-plugin to kdesdk(/kate/plugins/).
I have also moved the old make plugin to unmaintained/4/

I hope the plugins will be of some use :)
