Temporary kdereview

Howdy,

FYI: The Release Team hereby *temporarily* is shortening the normal 14 day
review period of stuff in kdereview to 10 days, so that we might have a chance
to get Goya, Decibel, network-manager, etc. in before the hard feature freeze.

Everything in kdereview by 7 May 23:59 GMT can benefit from a special shortened 
review period (excluding stuff planned to go into extragear).

Approved code can then move to its final destination on 18 May.
The hard freeze (19 May) and 4.1 beta1 tagging (20 May ) will continue
as planned. [1]
