Most certainly. Just an hour ago I sent a mail to a user who's locale
obviously is not set up properly. He quoted the part of my message
that he could not read but wanted to, with a note "I cannot see this"
and I got it back in a readable way! I was happily surprised to see
that although his email client (mutt, I believe) could not interpret
the characters (or show the glyphs, I still haven't solved the
problem), the reply was not mangled.
