[Patch] KProtocolManager - empty proxy server for manually specified proxy

For review. As I don't have svn account, could somebody commit it if 
approved?

Corrects proxy selection and hence wrong protocol redirection when
  * Manually specified proxy settings
  * empty proxy server for protocol
  * nonempty port (defaults to 8080)
Then (before this patch) the proxy returned by 
KProtocolManager::proxyFor is "//:8080" and the original url was 
translated to "smb://". For example "ftp://mylocalserver/" became 
"smb://mylocalserver/" in konqueror.
