[Patch] System Settings : Improve General/Advanced tabs visibility

No problem Dmitry, it's just that those patches absolutely do not
convince the majority, so the previous solution will be keep. I have
strictly no problem with this, it was just an opportunity to work on
System Settings for me ;-)

I just hope someone will be able to find a better solution to make
those tabs more visible, but once again, if everybody like the current
look, I'm fine with this.

PS: To conclude, my previous email was absolutely not a cry in despair ;-)
