It's in the "Kubuntu Settings in KDE" thread on k-c-d. Jonathan proposed it, 
Alex and Jakob agreed that it should to go, no one objected. Aaron said he'll 
have a replacement plasmoid ready for 4.1 anyway (but that's not in that 
thread).
