Yes. And it is no problem to fix it, up to the artwork freeze (which is the same date as RC1 iirc).

I don't know much documentation that uses the action icons, but if they do, please fix the documentation too ;-)

I do think that /in general/ a missing icon is a more serious bug than a icon that can be improved but is ok otherwise. I would prefer to delay the latter if it is no problem.
