The reason behind the change I discussed with David is exactly what you
(Jakob) said before:

having a single "Back" action for both web-browsing and document-navigation
leads to quite big problems in user experience.
Imagine that you are browsing something in konqueror, then click on a document
and Okular is loaded embedded in the current tab. In this case, the
document-navigation "Back" action of Okular would simply replace the
web-browsing one offered by konqueror, thus the user would have -no- choices
to go back to the previous page in the konqueror history of that tab; and
more they would try to use the Back action, that of course would not do what
they expect to. Ditto for the "Forward" action.

Changing the behaviour of standard actions is a no-no, sorry.
