binary-clock in kdereview, proposed move into extragear

I sent a mail to plasma-devel and I am waiting for Aaron's reply about
the clocks config dialogs.
Basically I believe the config dialogs should be standardized, eg.
Have a timezone tab to select timezone,
the same way the digital-clock does. The way your config dialogs it's,
the user can't select to use a local timezone
and it's difficult to identify what the timezone widget is, as there
is no label identifying it.

I believe your config dialog should be changed the same way I did in
the analog clock patch
in the mail above
