if decibel depends on kdebase, then we can put it one of two places:
extragear/plasma/dataengines or wherever decibel ends up. the nice thing
about the former is that i know where it is and can fix things more easily
due to that and people know where to find all things plasma when they are
together; the nice thing about having it with decibel is that it's closer to
the codebase for you and you don't need to come up with a FindDecibel.cmake
file (though you will probably need to eventually for other apps anyways.
your choice, though, i don't particularly have a pressing preference either
way.
