[todo] KDE/Windows developers, KUser needs a polish

Hi all,

When I added the faceIconPath() to KUser [some months ago] I implemented it 
for Unix systems, because is what I use and the face of the user is saved at:

~/.face.icon

on this system. On the other hand, I just didn't know where the face of the 
user is saved on Windows systems, so this is just a call for KDE on Windows 
developers to adjust:

kdelibs/kdecore/util/kuser_win.cpp:175 (faceIconPath())

to return the path of the face icon if exists, or a null QString in other case 
(as the documentation suggests).
