As discussed, attached is a patch for kdelibs/kdecore that
provides <tooltips> for KConfigXT.

The new code simply mimics the <whatsthis> stuff.

I'd like to commit this coming Monday if there are no objections.

PS. Some of my rantings in this thread are total nonsense and
should be disregarded as such; ie., <whatsthis> works just fine.
