definitely kdebase/runtime/ material imho .. perhaps there should be a 
kdebase/runtime/platforms/ directory with subdirs for win/, mac/, 
opensolaris/, etc as tools for better integration with those platforms become 
available? and then this could go under kdebase/runtime/platforms/win/.
