Once upon a time, a similar feature was already implemented. I don't know if
it is the exact same feature as now, but it also caused flickering and
darkening of the inactive window with KDE4 apps.
I hated it, other people hated it, and afaik it was finally disabled after the
k-c-d thread
'Experiments in highlighting widgets that have input focus'
of January this year (in particular, the sub-thread started by Boudewijn). It
is possible that it was discussed elsewhere; but this was the clearest
reference I could find.
