icon names, tooltips in toolbars

Hi,

I see some problems with kates toolbar (mostly provided by katepart):

There are 3 sets of equal icons: undo and redo are the same, as is open an 
new, and as is copy and paste.

The toolbar buttons have no tooltips (I turned the texts off, as they make the 
toolbar take up a LOT of screen). Shouldn't they have the action titles as 
tooltips when the text is hidden?
