I agree with you on most of your asking, but we should accept too that making 
a modem appearing a modem at 16x16 is not an easy task.

Aaron, the solution to the problem (temporary problem) has been taken for now. 
As you can see on my very last commit the better thing we can do is to always 
resize PNG's. I will have to improve KIconLoader anyway for two reasons: 
AFAIR if you ask for an icon for more size than the biggest dir can do on 
SVG, it returns a null icon. It shouldn't. When the SVG thing is fixed I will 
revisit this bug, as well as prolly removing completely K3Icon class (or at 
least renaming it to something without a number, that would make the class 
always ugly... KDE5, KDE6...). K3Icon class is an implementation detail, and 
won't affect extern applications, so I think it is safe to rename it.

So, for now... we can say we are not proud of the way icons are loaded, but if 
you take a look at kiconloader.cpp / kicontheme.cpp everything is prepared 
and commented for being removed / changed.

I will personally take care of this, well if someone wants to help when the 
time comes just raise the hand, but is not much to deal with, so I can do it 
on my own easily (at least I think so).
