runBuildSycoca()/runKonfUpdate() ordering in kded

Hi, everyone.

I am new to KDE development and have been studying the source code, trying
to get my bearings.  (An enormous "Thank you!" to all who have contributed
to TechBase, by the way!)

I have a question about lines 837 and 838 of the kded source.  Why is
kbuildsycoca run before kconf_update?  Wouldn't it make more sense to run
kconf_update first?
