kde3/kde4 co-installability again

No, because this one tells you where the KDE 4 locations are, whereas 
kde-config tells you where the KDE 3 locations are.

It's enough of a hassle that Qt4 qmake is still named qmake and only sometimes 
qmake-qt4.

By having it named explicitely kde4-config it is made sure that cmake really 
finds KDE 4 and not KDE 3. 
By renaming this back to kde-config we would 
1) require more logic to make sure KDE 4 is found instead of KDE 3
2) require a not yet existing version of cmake
