[PATCH] KGlobal cleanup

Hi,

please review attached patch to clean up the exported functions of KGlobal and 
to move the KStaticDeleter related code out into kstaticdeleter.* to make it 
standalone. Once that's done KStaticDeleter can be moved to kde3support in a 
next step.
