 Is it really that common? I myself couldn't think of any F10 shortcut (not 
that I remember that many of them) and if F10 wasn't "Step Over" in KDevelop 
which makes it very a very often pressed shortcut I'd even try to claim that 
activating menu would be much more used than all app-specific F10 shortcuts 
together. And something harder to press like Ctrl+F10 IMHO wouldn't be right 
for such shortcut, especially given that it has to be followed by more 
keypresses. Not that I'd suggest stealing F10 from apps, but, well, I am :).
