CLucene version for strigi should be =0.9.16 ?

Currently it is optional. But it's the best index out there and the
only one 100% supported by Strigi.
So no CLucene means not index at the moment. That said, if the need
arises we will put more effort in using other indexes. The API Strigi
exports does not depend on the index that is being used.
