KDE 4.0 Release Schedule and Stuff

iirc, dominic originally brought over the xml pages as content for these. i 
don't see why we couldn't stick with the xml feature plan if desired. i'm 
also not particularly sure what the advantage of the xml feature plan is 
either =) perhaps for easily generating change longs from them?
