Could kdecore depend on kjs?

It's not only a matter of the language, but also of the application.

KGeography is a good example of an application requiring those features. 
But my guess is that most applications don't need it, in most languages: 
we've managed to do it just fine (or almost) up until now.

My recommendation is that we proceed with a plugin. If it turns out to be 
an excellent feature and gets used a lot, we can simply start linking to 
it.

I also don't want it to *start* as a dependency because people will use 
that and make applications using scripting without linking to the proper 
library. That will mean we can't change our minds in the future.
