KIO fails to set the default encoding, ISO8859-1 according to the RFC I 
believe, when no encoding is sent with the http headers.

Not currently, but that would be good, a warning with a menu of (preferably 
compatible) encodings.

That is not possible. We may be able to suggest a *compatible* encoding. (Any 
encoding claimed by the file only might be correct, even if we look for it)
